Internets, what's your opinion?

Do you think a reference list counts toward the page limit of a document? Assume the guidelines don't specify anything other than the page limit ("N-page proposal" and that's all).

I think "N-page proposal" is including the reference list and everything.

In my experience, if N pages does not include references, they say so.

I agree. Usually if the references are counted separately then that is specified. If you're running out of space, then there is always the Science reference format.

I would take an "N page limit" to be everything related to the paper, so it's good to get some validation from the more experienced academics :)

I have only seen N-page limit include everything, but I doubt it is a general rule.

i'm not in your field, but in mine reference lists do count. masters and phds.

Depends, but for most major agency proposals I've written in my geoscience-related field, it's N pages without references even when unspecified. It would be worth an email to the program manager if you're unsure.

Internets say: contact funding agency and ask (and get the answer in wrting). It usually means that you have to include the references within the stated page limit, but I know of at least one example where it didn't.

The manuscript I'm currently working on is for submission to Journal of Over-Ambition. JOA guidelines specifically state that refs don't count toward word/page limits, but figure legends do. Same for a proposal that I submitted a few years ago.

I concur with Cath - email PO/editor-critter to find out for sure.

Geo-education-related grants I have worked on for NSF do not count refs as part of the N pages, but as others have noted, the rules are quite variable from one granting agency to another. This definitly a question for the contact at the agency you are submitting the proposal to.

Thanks for the input! In my (limited) experience so far, refs have never counted toward the page limit. It's interesting that the geo-related folks said the same and pretty much everybody else was on the other side.

In this case there's really no program manager to ask, but someone with some experience with this program flagged my extra page for refs as a no-no. Thus, I will err on the side of caution and get it all in the TWO page limit.
