Termites, maybe? Hope the tree doesn't fall on someone...it doesn't look too stable!
I'm going with the bogeyman. You know, the one who lived in my closet until I was 10ish. Apparently, he likes trees and little girls. :-)
There's a telegraph pole outside my back yard that looks like an early stage of this. It definitely looks like teeth, but there are no beavers for miles around! Raccoons maybe? They did some damage to our roof shingles recently too.
Wood-rotting fungi.
It's definitely not stable. The tree will die, although it's not totally girdled yet. It has been chewed, so I'm pretty sure a decent-sized critter did it. It has been a rough winter...
